From 1 August 2007 any house placed on the property market for sale or rent in England & Wales requires an Energy Performance Certificate (EPC) provided by a Domestic Energy Assessor (DEA) as part of the Home Information Pack (HIPs Pack).   

For residential landlord the EPC must be produced at the time the property is first offered for rent.   The EPC and recommendations report should be made available free of charge to all prospective tenants at the earliest possible opportunity, and no later than the entering into of a rental contract.
